If you have blonde hair and lighter, you need to use bleach to lighten your hair to almost-white to get the desired shade. Color can’t lighten color so you need to remove all of the colour pigments in your hair before you dye it the cool blonde color of your dreams.
If your hair is darker than light blonde, you’ll definitely need to do more than one bleaching process to get the shade you’re after.
